Right-to-Know Request
Citizens may request a public record per Senate Bill No. 1, Act 3 of 2008, the Pennsylvania Right-to-Know Law. A copy of the Borough’s Open Records Resolution can be viewed here.
The Office of Open Records (OOR) Standard Right-to-Know Request Form is available for download below. Written requests may be submitted in person, by fax, mail, or email to the Open Records Officer.
Effective October 2, 2024, the OOR adopted this Right-to-Know Law Request Policy. The Borough will not respond to verbal or anonymous requests for records.
Upon receipt of a request for a public record, the Open Records Officer will determine if the record is in the possession, custody, or control of the Borough; Determine if the record is presumed to be public or exempted from disclosure; and make a timely written response to the request.
The Borough shall make a good faith effort to respond as promptly as possible under the circumstances existing at the time of the request. The response shall not exceed five business days from the date of receipt of the written request. If it is determined that the request cannot be honored within the initial five business days, a notice will be issued specifying the date by which the records may be expected, but in no case will the time exceed thirty additional days. If the Open Records Officer denies a request, the requester may appeal to the OOR within 15 days. The OOR will review the request and respond with a final determination. Either the requester or the Borough may appeal the OOR decision to the Court of Common Pleas.
Starting April 20, 2026, the OOR will no longer accept appeals via email. Any appeals filed electronically with the OOR must be submitted via the OOR’s online appeal portal. Refer to the OOR’s Procedural Guidelines for additional information and guidance.
