Our online payment option saves you time and gives you more flexibility in how you pay your bill. If you have an internet connection and an e-mail address, you can pay your bill online! It’s fast, it’s easy, and you no longer have to write a check or find a stamp when it’s time to send in your payment.
Online is the Easiest Way to Pay Your Bill!
How It Works
We have partnered with Xpress Bill Pay, the premier provider for online payment systems. When you sign up for online bill payment, you will get a secure password to access your personal account at xpressbillpay.com. A reminder text or email will be sent to let you know when your bill is online. Notifications are available for statements, payments, and Auto Pays and can be edited under the Account Settings. Online bills cannot get lost in the mail and are accessible anytime 24/7 and anywhere! You also have the option to keep our planet happy and healthy by requesting to go paperless.
Just log in through your web browser to view your bill. Select a payment type – credit card, debit card, or electronic funds transfer – enter the requested information and you’re done! It’s that easy, and it only takes a few minutes.
Sign up for “Online Bill Pay” by following these steps:
- Go to www.xpressbillpay.com
- Select “New to Xpress Bill Pay”
- Fill in the brief form
- Pay your bill or set up automatic payments

Pay utilities in person at West Reading Borough Hall, Monday–Friday, 8 a.m.–5 p.m. Cash, check, and card accepted. Or use the grey drop box in the parking lot near police vehicles.
Budget Plan
If quarterly budgeting of your water, sewer, and refuse bills is difficult to fit into your budget the Borough offers an optional payment program to residential customers. In order to enroll in a Budget Payment Plan Agreement your account must be paid up to date. Continued participation requires that payments be made on or before the due date each month. Recurring, automatic monthly payments may be established through the Borough’s credit card processing company.
Payment reminders will not be provided on a monthly basis. It is the owner’s and/or tenant’s responsibility to ensure payment is received in a timely fashion pursuant to the terms and conditions of the Repayment or Budget Payment Plan Agreements.
Payment Arrangements
You are encouraged to visit or call Borough Hall immediately to make payment arrangements if you are experiencing financial hardship. Services that are shut off for non-payment require full payment of the past due balance plus additional fees for reconnection of those services. A Repayment Plan Agreement is useful when you might owe several months of utility bills but need a plan to get back on schedule.
