Spruce Street Water Main Replacement & Street Reconstruction Project

Good News! Another infrastructure improvement project is scheduled to begin on October 16th involving replacement of the water main and paving on Spruce Street between 6th and 7th Avenue. This project will affect access to the alleys and Kent Way as well as on-street parking to allow the contractors to perform their work and store equipment and materials in the general area of the project. The project will take approximately four weeks to complete.

Water services will not be affected, however for the work to be completed it is anticipated that there will be times that complete access to Spruce Street will be restricted.

The Borough apologizes in advance for any inconvenience you may experience during the construction and greatly appreciates your cooperation!


Alley Paving Project ~ Between Kent Way and 6th Avenue from Spruce to Franklin Street

More Good News! The final infrastructure improvement project for 2017 is scheduled to begin the week of October 16th. For the repaving to be completed there will be times that complete access to the alley will be restricted. If you have a garage that you access via the alley, access to the garage may not be possible for several weeks.

For the duration of the project, trash and recycling pick-ups will be switched to the front of your property beginning on Tuesday, October 17, 2017 for the duration of the project. The Borough will notify Eagle Disposal as well as residents of when to begin to place receptacles in the front of your homes.

We hope the temporary inconvenience will be quickly forgotten as you begin to enjoy the new alley.

Update: Due to difficulty experienced by the trash hauler to navigate the narrow Kent Way roadway with vehicles parked on both sides of the street, parking will be restricted on the East side of Kent Way on Tuesday, Wednesday and Friday between the hours of 7:00 AM to 9:00 AM to allow refuse and recycling materials to be collected safely.

We understand the inconvenience this will cause and request your cooperation during these time frames.


Suburban Berks West Joint Comprehensive Plan Update Community Survey

The Suburban Berks West Municipalities (Spring Township, Sinking Spring Borough, West Reading Borough and Wyomissing Borough) are in the process of updating their existing regional joint comprehensive plan of 2003. The planning committee, including representatives from the Wyomissing Area and Wilson School Districts in conjunction with the Berks County Planning Commission want your input regarding what you view as important for the region moving forward into the future.

Trunk or Treat ~ Saturday, October 28, 2017 ~ 4:00-6:00 PM

West Reading's Main Street and Recreation Department are teaming up to host Trunk or Treat at the West Reading Playground. This event will take the place of Costumes on the Corridor. Come join us for a safe, fun community wide event for all ages! Decorate your car trunk, have treats for kids and some fun in the West Reading Park. There will be live music, haunted house and prizes for best costume and decorated trunk.

Trick-or-Treating ~ Tuesday, October 31, 2017 ~ 6:00 PM to 9:00 PM

October 31st has been designated as the Borough-authorized night for Trick-or-Treating. Please turn on your porch light if you wish to have little Borough goblins visit you.

Please Note: Parents or a responsible adult should accompany all children while walking the streets of the Borough.

It is recommended as a safety precaution, that children should always carry a flashlight after dark so that they can be seen by vehicular traffic.



Sunset / Sycamore Alley Project

Good News! The alley is scheduled to be completely redone including sanitary sewer replacement. Excavation is scheduled to begin on Thursday, August 24th and will take about 8 weeks to complete.

During much of the construction the alley will be closed to traffic. Watch for barricades at the entrances to the alleys.

No barricades up yet? Feel free to use the alley with caution.

Barricades up? Please don't use the alley and remove any vehicles from your off-street parking spots that you will need in the near future.

Starting Thursday, August 24th and until the completion of the project all residents located within the 300 to 400 blocks on the odd numbered side of Sunset Road and the 200 to 400 blocks on the even numbered side of Sycamore Road will have
all trash and recycling pickups made from the front of your homes.

The Borough is requesting residents in the project area to do their best to observe the parking restrictions on street sweeping days along Sunset and Sycamore Roads. There will be some leniency offered during this project, however, the Borough is still required to maintain the streets by street sweeping to prevent pollutants from reaching our local waterways, and to reduce the need to perform catch basin cleanings.

Annual Drinking Water Quality Report

Every year at this time the Borough provides all of our water users with a water quality report for the previous year. The report contains important information regarding the source and quality of your drinking water. This year as we did in 2016, in lieu of mailing a paper copy to each residence in the Borough, we are providing the information on our website which you may access by clicking
here.  However, should you still wish to have a copy mailed to you, please contact the Administration Department at 610-374-8273, ext. 221 and we will be happy to mail the information to your residence.
Temporary No Parking Signs

Temporary No Parking Zones are established to restrict regular parking and reserve curb space for purposes such as construction activity, moving vans, or to clear a street for a special event such as a parade. The restricted area is not intended to be use for parking of personal vehicles.

- Signs must be purchased at least two days in advance
- Signs must be posted a minimum of 24-hours in advance
- Handicapped parking, no parking zones, and loading zones may not be reserved


Please note, storage pods or dumpsters placed on public streets require a
permit.

Street Cleaning - April thru December


Additional streets have been added to the cleaning schedule. Please take note of signs posted on the street where you park to allow the Public Works Department to efficiently clean the street and avoid a parking ticket. If a scheduled street cleaning day falls on a holiday, unless otherwise specified that street will not be cleaned until the following regular cleaning day. Should you have any questions, please contact Borough Hall.


Sewer Backup

At any time, day or night when a sewer backup occurs at your home or business your first call should be to the Borough. As part of your sewer maintenance fee, the Public Works Department will plunge the sewer trap located near your home/business in an effort to remove the clog, which possibly will negate the need to hire a plumber. During normal business hours, Monday through Friday 8:00 AM - 5:00 PM, contact Borough Hall at 610-374-8273, ext. 221. Outside of normal business hours contact the non-emergency Police line at 610-373-0111 to dispatch a member of the Public Works Department to your location.


2017 Hydrant Flushing Dates

Periodically you will see Public Works personnel releasing water from hydrants. Hydrant flushing is necessary to test the hydrants to make sure adequate flow and pressure is available. Flushing is also done to remove sediment from the pipes in order to maintain water clarity and quality in the distribution pipes.

Bulk Trash Collection

Bulk collection is the first Friday of every month and only one bulk item per household will be collected. Please Note: Borough Ordinance prohibits placing these items on the exterior of property prior to bulk collection day.



Special Note Regarding Trash/Recycling


The Code Enforcement Department will continue to be placing an emphasis on the enforcement of trash/refuse bags that are not in durable, water-tight containers with lids.  Notice of violation letters will be posted on any property found to be in violation.  If the violation continues citation(s) will be filed with the District Justice. We request your cooperation with the following items to ensure the health and safety of our residents:

1) All refuse must be stored in durable, water-tight containers equipped with handles and tight-fitting covers which cannot be larger than thirty-five (35) gallons. It is recommended to mark your containers with your address.

2) Each household may place four (4) trash cans per collection day curbside for pickup. One bulk item per household will be collected on the first Friday of every month.

3) Trash/recycling may placed out for collection as Noon the day prior to collection and removed promptly or no later than midnight the day of collection.

4) Trash collection remains every Tuesday and Friday. Recycling collection remains every Wednesday.

5) Yard waste must be placed in biodegradable bags for trash collection or arrangements made with the Borough Garage for disposal. To schedule an appointment to drop-off the yard waste at the Borough Garage please call 610-374-8605 between the hours of 7:00 AM to 4:00 PM. The garage is located at 1st Avenue and Chestnut Street.

6) Electronic items such as microwaves, televisions, air conditioners, etc. will not be collected by the trash nor recycle haulers.  These items must be recycled due to hazardous materials.  Please contact Berks County Solid Waste Authority at 610-478-6362 or visit their website at www.co.berks.pa.us/swa for more information.
