Our online payment option saves you time and gives you more flexibility in how you pay your bill.  If you have an internet connection and an e-mail address, you can pay your bill online! It's fast, it's easy, and you no longer have to write a check or find a stamp when it's time to send in your payment. 

How It Works

We have partnered with Xpress Bill Pay, the premier provider for online payment systems. When you sign up for online bill payment, you will get a secure password to access your personal account at xpressbillpay.com. A reminder text or email will be sent to let you know when your bill is online. Notifications are available for statements, payments, and Auto Pays and can be edited under the Account Settings. Online bills cannot get lost in the mail and are accessible anytime 24/7 and anywhere! You also have the option to keep our planet happy and healthy by requesting to go paperless.

Just log in through your web browser to view your bill. Select a payment type - credit card, debit card, or electronic funds transfer - enter the requested information and you're done! It's that easy, and it only takes a few minutes.

Sign up for "Online Bill Pay" by following these steps:
1. Go to www.xpressbillpay.com
2. Select "New to Xpress Bill Pay"
3. Fill in the brief form
4. Pay your bill or set up automatic payments

Looking for another fast and convenient way to pay your utility bills? Xpress Bill Pay's new and improved app for iPhone and Android is now available for download from the Google Play and App stores. 

Alternatively without creating a login, Guest Checkout will allow you to view your balance due and quickly make a payment. The checkout process will allow you to "opt-in for future notifications", which will email a payment link at the next billing cycle.

Please Note: 
  • This feature is currently not available for real estate tax payments, nor permit fees. 
  • Failure to receive the bill does not entitle you to a remission of any penalties.
  • Xpress Bill Pay utility payments are received on the same day. Use of alternate payment sites may incur fees and delay of processing.
  • A 3.5% fee will be assessed on all credit and debit card transactions, and a $1 per transaction fee on electronic check processing beginning on October 1, 2023. Bill pay transactions that are offered by many banks and credit unions allow you to set up automatic payments for bills that will not incur fees.

Utility payments can be made in person at West Reading Borough Hall. Office hours are Monday - Friday 8:00 a.m. to 5:00 p.m. Cash, check and credit card payments are accepted.

For your convenience, utility payments can be deposited in the grey drop box located in the Borough Hall parking lot adjacent to the police vehicle parking area. 

Payment Arrangements

You are encouraged to visit or call Borough Hall immediately to make payment arrangements if you are experiencing financial hardship. Services that are shut off for non-payment require full payment of the past due balance plus additional fees for reconnection of those services. A Repayment Plan Agreement is useful when you might owe several months of utility bills but need a plan to get back on schedule.

Budget Plan

If quarterly budgeting of your water, sewer, and refuse bills is difficult to fit into your budget the Borough offers an optional payment program to residential customers. In order to enroll in a Budget Payment Plan Agreement your account must be paid up to date. Continued participation requires that payments be made on or before the due date each month. Recurring, automatic monthly payments may be established through the Borough's credit card processing company.

Payment reminders will not be provided on a monthly basis. It is the owner's and/or tenant's responsibility to ensure payment is received in a timely fashion pursuant to the terms and conditions of the Repayment or Budget Payment Plan Agreements.
