Door-to-Door Sales

Licensing of door-to-door peddlers, solicitors and mobile vendors is necessary to minimize the unwelcome disturbance of citizens and to preserve the public health, safety and welfare.

Licensing does not apply to coffee or ice cream trucks that move from place-to-place and are stationary in the same location for no more than 15 minutes at a time. Also, licensing does not apply to mobile food operations that receive a temporary event permit for a Borough of West Reading sanctioned event.

Checklist
  • The application, background clearance and application fee must be submitted in full to begin the review process. (Application for License to Solicit; Mobile Vendor License Application)
  • It is unlawful to engage in peddling or soliciting in an aggressive manner.
  • Must display Borough issued ID at all times.
  • May not enter or attempt to enter any house or business without the invitation or permission of the occupant.
  • May only engage in peddling/soliciting between the hours of 9:00 a.m. and 7:00 p.m., Monday through Saturday. No soliciting is permitted on Sunday.
  • May not call out, shout or use voice amplification system to sell services or goods.
  • May not engage in peddling, soliciting, and/or transient vending in Borough parks and/or playgrounds.
  • May not peddle or solicit on private property without permission of the property owner.
  • May not cut across or walk upon any front lawn, back yard or courtyard.
  • Must approach only the main entrance.
  • Must collect and remove all trash or debris accumulated while conducting transient sales.
  • May not operate on any public space within 20' of a loading zones, bus stop, intersection or pedestrian crosswalk.
  • May not operate on the median strip of a divided roadway.
  • May not operate within 25' of any fire hydrant or fire escape.
  • May not operate in any area within 25' of a building entrance or exit without obtaining written permission from the business owner.
  • May not obstruct, interfere or prevent free flow of pedestrian or vehicular traffic.
  • License is non-transferrable.
