Safety Net Sanctuary (SNS) has been contracted by the Borough of West Reading to provide services that would protect animals, provide a safe haven, and services to help both people and animals in need.

SNS agrees to accept and care for stray dogs and cats with collars originating from within the Borough borders. The stray animal may be brought to the SNS facility: 187 Houck Road, Fleetwood, PA 19522 7-days per week. SNS will determine a disposition for each stray animal, including, but not limited to: adoption, transferring to another rescue organization, humane euthanasia or returning to the field. Any and all dispositions shall be determined based on current Pennsylvania Laws and internal operational procedures. SNS has no responsibility or obligation to confine, detain or transport any stray animal within the municipality. SNS will not be responsible for handling feral cats, spay and neuter practices, and/or the handling and implementation of colonies of feral cats. Live traps for Trap Neuter Release (TNR) can be provided.

SNS will investigate all complaints of violations of the Dog Law 7-days per week. The method of this investigation will be at the sole discretion of the SNS.

Emergency services will be provided 24-hours per day, 7-days per week, including telephone access to an SNS agent to answer any questions that may arise or to assist with an unexpected emergency. An emergency constitutes as any stray animal facing a life-threatening circumstance or injury. Phone the SNS at 610-944-8099.

The SNS will only respond to calls for service from residents originating within the borders of West Reading Borough concerning violations. West Reading residents are encouraged to contact SNS directly to ensure the proper handling of such calls and to provide continuity of service to the Borough. Calls for service may also be sent through County dispatch channels.

SNS has no obligation to contain, detain, or transport any animal left inside a residence that has been abandoned or is homeless through circumstances of eviction, criminal investigation, search warrants, welfare checks, property inspections, or arrests, or other absence of its residents.
